INTRODUCTION

Horary astrology the branch of astrology that deals in answering specific questions with complete answers. Since in ancient times very few people had clocks and calendars, the date and time of birth were almost always unknown, so natal astrology was rarely practiced. To deal with this situation, the astrologer answered the client’s questions by analysing a chart of the moment of time that the question was asked, rather than using dynamic aspects to the natal chart. Every horary chart is the natal chart of a question, event or planned event. Until the 1860’s, the same classical system of methods used to analyse horary charts was also applied to natal charts. This tradition fell by the wayside when Psychological Astrology arose in the early 1900’s with the fame of psychologists such as Freud, Jung and Adler.
Book 1 explains William Lilly’s rules of horary analysis, and also gives the formal method of analysis. The rules will be covered in Book 2 in much greater detail in individual chapters devoted to questions concerning each house. Lilly was the most famous astrologer to ever write in the English language, and astrology reached its zenith during his lifetime mostly because of his work. After his death astrology declined rapidly, and was not revived again until the 1860’s. The essential dignities of the planets are an important part of analysing the chart, and it is clear that the ruler of the house cusp is more important than planets in that house. This information is mostly ignored today. To determine the state of your health, you compare the ruler of the ascendant to the ruler of the 6th. There are problems with physical health if they are in applying hard aspect, or if either ruler is under hard aspects, or poorly placed. If they are in their essential dignities and easy applying aspect, then your health is good. If the ruler of the 1st and the ruler of the house asked about are not in aspect, then the analysis is much more difficult and time consuming, and never really clear. If they are in aspect, then obtaining the answer is fairly straightforward.
            It is very important to note that half the astrological information is NOT in the chart, but is derived from the transiting aspects of the w. The w is allowed ALL of its transiting aspects until it leaves the sign it is in, or until it completes its last applying aspect using a 12^30’ orb. The ascendant of the horary chart represents the querent, the one making the query or asking the question. The planet or planets that rule the ascendant are the planets that rule the querent, along with any planets in the 1st and always the coruler w. It is not uncommon for the querent to be ruled by many planets. This usually indicates the complexity of the situation and the person posing the question. The house or matter the question is asked about is known as the quesited. Rather than focusing on the psychological ramifications of the planets, signs and houses, horary looks at the aspect between the ruler of the ascendant and the ruler of the quesited house, the house ruling the matter asked about. An easy applying aspect brings them together and a hard aspect drives them apart. The essential dignity of the planets in their signs determines the relative power of each planet, and the aspect between them determines the outcome of the question. This analysis also works just as well in natal charts.
The following book is my effort to make Lilly’s work available to astrologers in the 21st century. I have written a chapter to explain the use of the w in horary, and I have also included a chapter on elections. I have replaced obsolete concepts such as the four humours with modern astrological rulerships of body parts and illnesses in the chapter on 6th house illness questions. I greatly expanded the section on finding lost possessions and introduced the use of dispositors. I have left out Lilly’s endless lists of rulerships and his references to witchcraft. I am very proud to say that I have copied a great astrologer like Lilly.

THE MOON IN HORARY

Unlike Psychological Astrology where the Sun is the most important planet, in Horary Astrology the w is the most important planet. This is because the w is the fastest moving planet, and therefore it rules all changes. The w not only rules its own sign Cancer, but it also rules all activity, all changes, and co-rules everything in the chart. The w is the developing force in horary astrology, and initiates all changes contained in any chart. The w’s changes are most dramatic when in hard aspect to the ascendant, and when it is in the 1st house then the querent is experiencing changes. When the w is in the 1st house and in the sign ruling the 1st house, then the changes are very apparent. If the w is in the 1st house but in the following sign, change is less apparent and dissatisfactory. The last applying aspect of the w determines the final outcome of the question. If the aspect is positive, then the answer is “Yes”, unless the ruler of the querent and quesited are severely misfortunate and are separating or in hard aspect. The answer is “No” if the last aspect is a square or opposition, unless the ruler of the querent and quesited are extremely well dignified and in applying easy aspect.
The w in the 1st house shows changes coming up and in the 4th house show changes in the final disposition of the question. The house containing the w partly indicates where the querent’s interests lie. The w in an angular house gives the querent strength in making changes through accidental power. The changes are made confidently and out in the open. In a succeedent house, changes are made toward firmly establishing the matter and are made away from public view and in private. In a cadent house, changes are made more in reaction to circumstances and may not be to the querent’s advantage.  The querent may follow the wrong direction and not realise it until too late. The speed of the w should be noted, since the average speed is 13^ per day, but can be as low as 11^ per day or as high as 15^. When the w is fast, activity and changes are fast and very good. When the w is slow, activity and changes are slow, and not so good. This is especially noticeable when the w is in aspect to W or in v. When the w is increasing in light, changes become more important. When the w is decreasing in light, changes become less important. If these changes are bad, then the querent will get over it quickly, especially in mutable signs or in health questions.
The w in a fixed sign and cadent house indicates that the querent needs help to take action. If the w is in H in the sign of its fall and cadent in the 6th house, then the querent is caught in a difficult situation and needs help to correct the problem. If the w is exalted in B in a cadent house, then the querent can solve his problems through his own actions. If the w is in a mutable sign and a cadent house, matters will not finish as planned. If the w        is intercepted it indicates activity or people that are somewhat hemmed in. The changes are made in private, in a closet or a room within a room. When the w is not in a sign in which it has any essential dignity then the querent is wandering aimlessly or peregrine. A peregrine planet is considered just as misfortunate as a planet in its detriment. When the w is under the Sunbeams and the Sun and w are below the horizon along with the ruler of the ascendant, then the querent is in the dark and the question needs clarification. If the w makes a hard aspect to a malefic planet in the 6th house, then the information the querent asked for will probably upset him unless T or V is also in the 6th.  T or V in the 6th in easy aspect to the ruler of the ascendant indicates that the querent will find comfort in your answers, and that he is in very good health. The w under the Sunbeams and below the horizon means the querent is in the dark about something and the question needs clarification.
If the w or any planet is within 8^30’ of the Sun then it is conjunct or combust the Q, and this indicates that the querent is in severe distress. Planets are burned up and damaged by the Sun, and the Q is damaged somewhat in return. This is like a block of ice in a campfire, both the ice and the fire are damaged. There is no greater misfortune of the w or any planet than combustion with the Q. Even if the hard aspects of the Malefics (W and U) trouble the w, none of them are as bad as the combustion. The w within 17^ (2x 8^30’) of the Q is said to be under the Sunbeams, and then has little strength no matter what sign it is in. This is less severe than the combustion, but still very bad, and the querent is shy and unsure of himself. When the w is within 17’ of the Q, it is said to be Cazimi, and gains a great deal of extra strength. U conjunct the Q gains extra strength from its heat, since both are hot and dry, but works best if a third and cooler planet moderates the heat of the combustion, or if the combustion is in a cold sign.
When the w is in reception with another planet, the activity could change to the querent’s advantage through the help of another person. If the other planet is retrograde, then the other person may not want to help, and probably will not. If the w is in a critical degree it brings the matter to a critical point. If any planet or angle is within a degree of the Mean <, changes and activity could be called disastrous in some way, even if the aspect is an easy one. When the w is in D the activity and changes are going as they should and the querent has sufficient power to initiate changes. In the D decanate of H, the activity is as it should be, but there is something wrong because the w is in its fall in H. However, the activity and changes are never as bad as they could be in H because the w is in its own decanate despite being in its fall. When the w is in the D decanate of L, the activity is going as it should be but there is something misfortunate in the changes and activity.
In a chart where the w is in an air sign and the querent is suspicious of something or someone, this indicates that the querent has no grounds for his suspicion. If the w is opposite a planet then that indicates awareness of matters that are ruled by that planet as well as the house or houses that the planet rules. If the w is Void Of Course, then nothing will come of the matter, there is nothing to worry about.
Eclipses severely upset the matter of the houses in which they occur. A solar eclipse (Q/ w combustion) indicates activity that has come to overshadow the event. A lunar eclipse indicates that the event has come to overshadow the activity. There are times when you must use the w as the ruler or significator of the querent, such as having S ruled F rising and answering questions about the 10th house with S ruled C on the cusp. When the same planet rules both the sign on the ascendant and the sign on the cusp of the quesited, then allow the w to be the querent’s ruler and allow the other planet to rule the quesited. When the ruler is retrograde, allow the w to represent the querent. When the ruler of the ascendant is peregrine, then let the w be ruler of the querent. When the ruler makes no aspect to the planet ruling the quesited let the w represent the querent. The w has more information in the judgement of a horary chart than any other planet. Even the ruler of the day and the hour should be noted. When the question is posed on a Monday (Moonday) and in the w ruled hour of any day, change and activity will be very fast. The hour of the w on the day of the w is the most changeable time of the entire week.
A faster planet always absorbs energy from the slower one when making an aspect and then transfers it to the next planet it aspects, even these two planets are not in aspect to each other.  This is known as translation of light, and the w can translate the light from any planet to any other planet since it is the fastest of all the planets. The w always picks up the energy of the planet it last aspected, and delivers it to the planet it next aspects. In horary astrology we allow the w all its transiting aspects until it leaves the sign it is in or until it completes or perfects its last applying aspect within an orb of 12^30’. This rule always applies even if the w has to change signs to make that aspect. To find all the w’s transiting aspects, look in the ephemeris, or use a computer to calculate them using a transit-to-transit function. The planet that the w aspected just prior to the time of the question will tell you what nature the w will express when making and meeting changes. This is many times a good clue as to what led up to the matter. Use the following descriptions for the effect of the w‘s prior aspect before the time of the question.
If the w‘s prior aspect was to the Q, then the changes are well timed and the action as well. The Q seeks superiors for help and the activity of the Q can be harsh but not intentionally so. Action takes on a selfish nature but others will not take offence. If the w‘s prior aspect was to S, changes are made with an agent of some sort or someone who will mind your business as well as his own. Errors may be made in decisions, and decisions that have already been made are sometimes changed. Persuasion is easy and communication is important, and the activity is very apparent. If the w‘s prior aspect was to T, the changes are made harmoniously, smoothly and fairly and with the goal of comforting others. If the w‘s prior aspect was to T, then you want harmony at any price. If the w‘s prior aspect was to U changes are made defiantly and courageously and with a sense of mission. Changes are usually antagonistic in nature and self-justifying. If the w‘s prior aspect was to V, changes are made with optimism and a reliance that breaks will go in your favour and will be made for the better. 
If the w‘s prior aspect was to W, changes are made sensibly, patiently and with every move planned cunningly and in great detail. Usually the matter has started long before, and has taken a long time to come to a head. If the w‘s prior aspect was to X, changes occur suddenly and unexpectedly. Quick solutions are found for any difficulty enroute. If the w‘s prior aspect was to Y, changes are schemed and made for idealistic or very confused reasons. They occur without clarity and in secrecy, and some self-deception and self-sabotaging is apparent. If the w’s prior aspect was to Y, then this could be a clue that the person didn’t lose his possession but forgot where he left it and so misplaced it. If the w‘s prior aspect  was to Z, the w organises changes that are made in silence. Changes are made with a group or a family and someone important missing, such as a father who has recently died. The w usually complicates any problems that come up when its prior aspect was to Z, and brings about awareness of hidden and unexpected issues. If the w’s first applying aspect is easy, you start out good, and if the first aspect is hard, then you start out badly. Each aspect the w makes is a situation that will arise on the way to complete the matter at hand. The planet and its placement will describe the matter, which could be a person. The aspect the w makes will describe the temperament of the matter.
The last applying aspect made by the w determines the outcome of the question. If the w’s last aspect is easy, then the matter ends well if the planet is a Benefic, and not so good when the last aspect is to a Malefic. If that planet is retrograde, then the matter ends not as planned or it will come to nothing at all or too late to do any good, and the outcome is generally disastrous. It may still perfect very suddenly, but this is unlikely. This mutually applying aspect with the planet retrograde and the w direct is very unreliable and unpredictable.
If the last aspect is a square # then the matter can still be completed but it will cost more than it is worth. If that planet is retrograde then the person regrets doing it. Squares are difficult but can be overcome with an enormous effort and in some way this effort is always painful. If a square represents work, it is always very hard work. Too often the square is a problem that is not seen coming and the querent doesn’t prepare for it and is taken by surprise. If the planet the w squares is retrograde, the problem may not be apparent and could make it last longer. If the last aspect is an opposition " then the matter is usually abandoned because of opposing forces. If the planet is retrograde, then a mutual agreement to separate or divorce may be in effect. The opposition is a separating aspect and is always difficult but you are aware of the problem with an opposition. In marriage or relationship charts an opposition almost always leads to separation, especially an opposition to Malefics.
Conjunctions ! are good with benefic planets, and bad when they are conjunctions to malefic planets like W or U. Sextiles G are good, since they bring opportunities and circumstances in your favour and give information. If the sextile is to retrograde planet and that planet represents a person, then he might bring you information that is not quite correct. That may be because he himself is misinformed, or that he is holding back some needed information. Since the aspect was a sextile, the information is good and still aids the querent. Trines $ are very good and usually require no effort, and they do not come as a surprise and are seen well in advance. For a chart of something missing, an easy last aspect to a retrograde planet indicates the return of the missing item.
If a planet changes sign or direction before the w can make its last applying aspect, this is known as a refranation. The person or thing ruled by that planet gives up the matter or fails for some reason and refrains from completing his planned actions. If that planet represents an opponent or enemy, then this is good for the querent because the opponent will give up. For the reason, look to the planet leaving the sign, the house it is in and the house or houses the planet rules. If a retrograde planet goes direct, then this improves the chances for success if the planet represents the querent. The limits of the w’s effect on the chart begin from the time of the chart and ends with the last applying Ptolemaic aspect. Refranations beyond this limit do not affect the outcome, and even numbers of refranation cancel each other.
             
THE VOID OF COURSE w
The w is Void Of Course when it makes no applying Ptolemaic aspects before it leaves the sign it is in. This definition from modern 20th Century Psychological Astrology throws up a major problem when looking at astrology from a classical perspective and in understanding how British astrologer William Lilly and his forebears practised their art. How do you explain his commentaries where the w appears to fulfil these conditions but was NOT described as VOC. There are many cases where his drawings of his charts clearly indicate that the last aspect of the w only occurred after the w changed signs. Whether or not the w is VOC is rarely considered in a natal chart, yet it definitely should be. It is for this reason that the Modern definition was unchallenged for so long. However, when it comes to horary astrology, the state of the w is often the key to the resolution of the whole question. As interest in Lilly’s work has increased so this issue also calls for re-examination and exactly the same rules apply to natal charts as are applied to horary charts.
            Lilly in Christian Astrology makes it perfectly clear that the only aspects to be considered in answering horary questions are the traditional Ptolemaic aspects. These include the Conjunction, Sextile, Square, Trine and Opposition. The question of what constitutes a planet brings us back to the other major controversy in horary astrology. Do you include X, Y and Z or not? I definitely believe they should be included, so that the w does not become VOC until after it has made one of the five Ptolemaic aspects to one of these planets. I use the classical rulers as the primary rulers, giving corulership to the modern rulers. The modern rulers are very useful in medical questions, finding lost objects, and in mundane astrology. “The w is VOC when it has separated from another planet, nor does it apply to any other. In judgements carefully observe whether the w is VOC or not. You will seldom see projects proceed easily when this is so.” The argument around whether or not the w is VOC usually centres on its application to the next planet. With the w Lilly allowed an applying orb of 12^30’, and a separating orb of 8^30. The first point to note from the above definition from Christian Astrology is that the w should have already separated from its last aspect. When examining Lilly’s words regarding the chart on page 158 HH it clearly shows that the w is not VOC for one of these reasons. If the w is making an application to another planet in early degrees of another sign, then it is NOT VOC. The fact that this aspect will not perfect until the w has changed signs is irrelevant to the question of the w being VOC. The sign cusp is NOT an Iron Curtain or a concrete wall. It is the making of the application rather than the perfection of the aspect that is important. The w is making an applying aspect therefore it is not VOC. That Lilly used the VOC rule in this way is clear from an examination of the charts he judges in Christian Astrology. For example, in the chart on page 158 HH the w is at 27^18’ I and makes no other aspect before entering v. However, Lilly does not describe the w VOC but notes that it “applies to an opposition to the Q ”. The Q is positioned at 5^31’ D. Whether or not the w is VOC depends on it making an applying aspect to another planet and not on the fact that the w has to change signs to perfect that aspect. This applies to an orb of 12½^.
A VOC w is always radical and readable. In horary questions it means that there is nothing to worry about, and the answer will come immediately or at least very soon. If for example a woman asks, “Will I marry the man I desire?” as on page 160 of HH, and the w is VOC, then your answer might be yes. But if your answer were NO, then it would not bother the woman because she didn’t really want to marry in the first place and will soon forget the whole thing. It is important to remember that if the whole chart indicates it, then there could be a loss, delay, or frustration in the quesited. But if the w is VOC, then in the overall picture of the quesited there is nothing to worry about. The querent may abandon the quesited, or stops dealing with the quesited. If the question concerns illness, then the illness is nothing to worry about. If it concerns lost articles or people, then they will be found. In Electional astrology, you do not ever want the w VOC, unless you want things to remain exactly as they are.  The w VOC can be good in matters where you buy something. Since the w rules changes and the w VOC means that there are no changes, then anything bought under the w VOC will last almost forever. If the w is truly VOC, then there is nothing to worry about because nothing will come of the matter. If the action is the result of a long planning process, then the result will depend on the very beginning of that process, not on the final act. In the case of lost animals they will return on their own, or in the case of lost articles they will be found. If the w is in D, B, L or I, signs ruled by Benefics such as the w, T and V, then it is not much hindered by being VOC.

To summarise:
The w IS VOC when it is in the first 18^ of a sign and makes NO applying Ptolemaic aspect to any other planet before it leaves the sign it is in.

The w IS VOC when it is in the last 12^ of a sign and makes NO applying Ptolemaic aspect to planets in the first decanate of any other sign using a 12^30’ orb.

The w is definitely NOT VOC when it does make applying Ptolemaic aspects before leaving the sign it is in, and it is NOT VOC when it is in the last 12^ of a sign but does make applying Ptolemaic aspect to planets in the first decanate of any other sign using a 12^30’ orb.

LILLY’S RULES FOR HORARY ANALYSIS

1. The question is radical or fit to be answered when the ruler of the ascendant and the ruler of the hour are of the same nature or element.

2. If the ascendant is earlier than 3^, then the matter has not yet developed and it is too early for an answer or too early to worry about the consequences. If 27^or later is rising, the matter has gone too far to do anything about it, and it is inadvisable to take action.
 
3. Check the condition of W in every question, since it is naturally malefic and slow and delays the outcome of the matter. W in the 7th indicates the client is looking for the astrologer to make a mistake, and is trying to hold him up to ridicule. W in the 1st delays the outcome of the question, and in the 1st and retrograde can destroy the question. If W or U are in the 10th especially peregrine or unfortunate, or the > in that house, then the astrologer will get no respect for answering the question.

4. Do not attempt to answer trivial questions, the querent needs to have a strong personal motivation for an answer, otherwise the result is pure nonsense. The above rules were meant to protect the astrologer from nasty clients, since in Lilly’s day the upper classes amused themselves by harassing an astrologer with stupid questions just so they could make fun of his answers.

5. Have a high respect for the strength or weakness of the w. It is far better that the ruler of the ascendant is unfortunate than the w since the w is very receptive and translates the light and energy from one planet to another.

6. U is of malefic influence and too impulsive and short-tempered. Since U is the natural ruler of injury and accidents it damages or injures the matter of the house where you find it. W and U are the two Malefics. This is always so unless the w and either of these two planets receive each other.

7. Look at the condition of V and T, they are the two Benefics, and never bring any malice, unless by accident. Where they are the significators without reception, they help in completing the matter. They are at their best when they apply by a G or $ to the significator, and are even more effective when in their essential dignities.

8. In every question where the Benefics are the Significators, there is hope for success. But if the Malefics are significators, then you have reason to fear for the worst.

9. Consider the state of the w, for if it is VOC, then there is little hope for success in the quesited, and the matter will be completed only with great difficulty. Yet if the w is in D, B, I, or L, the signs ruled by Benefics such as w, T and V, then it is not much hindered by being VOC.

10. Look at the w’s aspect prior to the question being asked, because that planet shows what has led up to the question. If that planet was a Benefic, then it was good, and if a Malefic, then it was bad, according to the nature of the house it is in.
11. The applying aspects of the w show the present conditions of the quesited. If the w applies by a good aspect to a good planet in a good house, then there are strong hopes for success in the matter.

12. The application of the w to a planet in its fall or detriment signifies anguish, trouble and delays in the quesited matter.

13. If a retrograde or stationary planet is the significator of the question, then the outcome is discord and much contradiction and disappointment in the matter.

14. Be alert if Malefics are the significators, for if they predict disaster in the quesited, then the problems are worse than expected. If a malefic planet predicts good, then the good is less than expected and certainly less than perfect. Results come only with enormous effort and difficulty.

15. A planet that is slow in motion delays the quesited, so that it is just barely performed. The nature of the sign in which the planet is found can be a great advantage in the matter.

16. When Malefics are the significators of a difficult matter, and they are aspected by Benefics such as V and T, then the extent of the harm is lessened.

17. If the Benefics are significators of a question and they are cadent or badly placed in their dignities, or fail to aspect the ascendant, or are retrograde, then they will do little good if not in reception with another planet.

18. If the Significator is a Malefic, the reception will help very little, but if the reception happens when the Benefics are significators, then the matter is perfected.

19. A peregrine planet, having no Essential Dignities where it is, is malicious beyond _expression. If a planet is in its Essential Dignities, then it is like a noble soul that has its enemy in its clutches, but scorns to hurt him.

20. If U or W are significators of the quesited and have dignity by sign, exaltation or triplicity, term or decanate, or by being angular, then they perform the matter desired.

21. Do not depend too much on help from a Benefic, unless it is in its essential dignities.  In that case, it will assist the matter greatly, but if not in its dignities, it is only partly useful.

22. If both the Benefics and Malefics are weak or equally badly placed, promise the client no success in the matter. Defer answering the question until the planets are in a better position.

23. If two Malefics in good aspect promise some good, it will either do little good or have no effect. If the aspect promises something bad, then it will be worse than expected.

24. If the ruler of the 1st is out of its essential dignities, cadent or otherwise, then this shows that the querent is out of all hope in the matter.

25. Look out for the significator of the question being either combust (orb 8^30’) or " the Q. This indicates that no good will ever come of the matter, nor can the matter be brought to perfection.

26. There is no greater misfortune of the w or any other planet than a ! or combustion with the Q. Even if the hard aspects of the Malefics trouble the w, none of them are as bad as the combustion. U conjunct the Q gains extra strength from its heat, since both are hot and dry, but only if a third and cooler planet moderates the heat of the combustion, or if the combustion occurs in a cold sign. This is crucial in health questions, and applies to an orb of 8^30’.

27. A planet within 17^ (2x 8^30’) of the Q is said to be under the Sunbeams, and then has very little strength. When the planet is within 17’ of the Q, it is said to be Cazimi, and gains a great deal of extra strength.

28. See which planets aspect the Significators, whether they are rising before or after the Q. If the aspect is from W, V or U and they are Oriental, the matter is concluded much sooner, and if Occidental, then the opposite occurs, and the matter concludes later than expected.

29. Observe the planet that is the significator of the quesited, to see whether it is in a cardinal, fixed or mutable sign. If the chart has Cardinal signs on the angles, the querent takes the lead and has more control in the matter and it is suddenly concluded one way or another. Fixed signs show stability that once the matter is begun, it will continue and is sure to develop, especially if the ascendant is in H. H rules matters that cannot be set aside such as death and taxes. If Mutable signs are on the angles, this indicates an unstable situation that is too dependent on contingencies and the matter may come to nothing. Mixed crosses indicate the situation starts one way and ends another. Fixed signs are good for building things that will last a long time and later cannot be moved. Try only for attainable matters in cardinal signs, and expect nothing but average success in mutable signs.

30. The ruler of the ascendant conjunct or in the same degree the < brings damage and disaster to the matter asked about. See what house they are in, and judge accordingly. This also applies to the < aspecting the angles.

31. Look to see whether the degree of the ascendant, or the degree and sign that any of the Significators is in is close to the degree of an eclipse in the near future. Even though the matter asked about seems certain to be successful, yet it will be unexpectedly hindered and is unlikely to end with satisfaction.

32. If the w is impeded in any question, whatever the cause, there is likely to be a delay, hindrance or refusal in the quesited. If the question concerns going to war, then there is reason to fear for the life of the querent. If the matter concerns a journey then it will be disastrous, and if it concerns marriage, then there will be a bad end to the courtship.

33. If the ruler of the question or the w is in a sign opposite its own and so in detriment, as S in I, then the querent has little hope of success. He despairs and has no joy in the matter, nor does he care whether it can be performed or not.
34. Consider the planet impeding the Significator of the quesited, and what house it is in or what house it rules. From the nature or person of that house you will see the cause for the obstruction.

35. The closer your Significator is to an angle, the more good you may expect. Expect less in a succeedent house and next to nothing if it is in a cadent house.

36. In any question, see if a Malefic aspects the Significator, and whether they are both Peregrine, Retrograde or Cadent. If they are in signs contrary to their own nature, then expect some problems in the matter, as is inevitable, according to the usual causes.

37. Planets that are Significators in any thing, if they are in ! and in a sign agreeing to their own nature, then the quesited is brought to perfection with great ease and facility.

38. Take a good look at the Significators, and see whether any frustration or prohibition occurs before the aspect perfects. The planet frustrating the matter describes the person or cause hindering the matter at hand.

39. Always consider the ?, because if it is well dignified in its sign then the querent receives help from others, and if poorly situated, receives damage from that placement.

40. In questions of marriage, an unfortunate planet in the 7th threatens disagreement in marriage, unless the same planet is a significator in the natal chart.

41. If the ruler of the 8th is impeded or unfortunate in the 8th, then the querent shall receive damage by the death of some woman, or concerning some debts due to be repaid to him from men already deceased. In the houses where you find V and T well dignified, you may expect benefit from the people and things that are signified by that house. If they are in the 3rd, you will receive benefits from siblings, in the 4th from father or his lands, in the 5th from acting or children.

42. Beware of people and things connected to the house where you find the >. The querent will receive damage, scandal or slander from people and matters signified by the house it is in.

PLANETARY STANDING IN THE HOUSES
There is an assumption by modern psychological astrologers that each house has a natural ruler determined by the sign that would be on the house cusp if a flat or natural wheel with A rising is used. THIS IS NOT SO. This concept has no basis whatsoever in classical astrology, and is quickly disproved by modern statistical analysis. In classical times the planets that work best in each house were empirically determined by direct observation of their effects on the actual situation at hand. Rather than referring to this system as planets ruling these houses, the planets were said to rejoice or work very well in certain houses. Since each planet rules two signs and is exalted in a third, a similar situation holds true for the houses. I have tested all the planets against the Clifford chart file, and obtained the results as stated on page 45. The results agree very well with Lilly’s observations stated on the next page.

THE PEOPLE AND MATTERS OF THE TWELVE HOUSES

The 1ST House
It represents the Querent, Plaintiff, Fellow traveller, Great-grandchildren, and Great- Grandparents. It indicates the common people and the state of the country or city where the chart is erected. The 1st house also represents physical health, accidents, births, arrivals, today or the present, the physical condition of goods, ships and vehicles, their contents, passengers and drivers. It represents adventure and new ventures, and the common people and the country as a whole in mundane charts. The 1st house indicates the physical body of a person, his stature, colour, complexion, form and shape. It represents the head of a person, so if any planet is in this house, then the querent has a blemish, or scar on his face, or in that body part ruled by the sign on the cusp of the 1st. If A is on the ascendant, then the mark, mole or scar is without fail on the face. If the 1st decanate of the sign is rising, then the mark is in the upper part of the head, in middle degrees it is in the middle of the face, and if the last decanate is rising, then the mark is on the chin or around the mouth or toward the neck. It is the angle of the East.
 The 1st house rules the colour white, and if the significator of the quesited is in the 1st, then it is pale or white. Or if you enquire about the clothes of a man, and his significator is in the 1st and in a corresponding sign, then his clothes are white or grey, or close to that shade or colour. If the question concerns an animal, then this also holds true. This is a masculine house. The natural co-significators of the 1st are A and W. Since A is the 1st sign and W is the 1st or outermost planet, then if W is even moderately well dignified in this house and in easy aspect to V, T, the Q or w, then this indicates a strong constitution of body and usually a long life.  S is exalted in this house, because it represents the head, the tongue, imagination and memory. If S is well dignified and well placed in this house, it produces good orators or speakers. It is called the ascendant because any planets coming to the cusp of this house ascend or rise above the horizon.

The 2nd House
The 2nd house represents an Ancestor, Investor or Banker. It also represents movable possessions, gain, securities, investments, the future and tomorrow. This house will give answers to questions concerning a person’s estate, wealth or fortune. It rules all movable goods, money lent, profit or gain, loss or damage. In lawsuits, it indicates a person’s friends or assistants, and in an eclipse or great conjunction it indicates the wealth of the population. In the Q’s Ingress Chart into A, it represents the ammunition, supplies, allies and support the country will have. In the physical body it represents the person’s neck, including the rear parts toward the shoulders. If someone makes a query concerning any thing specified by this house, then include these considerations. It is a feminine and succeedent house. Its natural co-significators are the sign B and planet V, because if V is placed in this house, or is ruler of this house, then this is an indication of a large estate or financial fortune. The Q and U are never well placed in this house, since they both show dispersion or loss of wealth in natal and horary charts.

The 3rd House
The 3rd house represents a Brother, Sister, Cousin, Neighbour, Gossip, Visitor, Teacher, Deliveryman, Tradesman, Reporter, or Postman. It also represents short trips, visits, journeys, messages, deliveries, writing, testing or schooling. The 3rd also rules gossip, rumour, report, communication or letter. In the physical body it rules the shoulders, arms and hands. It rules the colours red and yellow, saffron or orange/yellow, and sorrel, which is orange/brown. Its co-significators are the sign d, and the ruling planet is U. U in this house is quite fortunate unless it makes an aspect to W. It is a cadent and masculine house and the w is exalted here. If the w is placed here in a cardinal sign, then this is an indication of a lot of travel, moving, walking, and of general mental and physical restlessness.

The 4th House
This house represents the Father, Family, Farmer, Gardener, Juryman, Gravedigger, Builder, Rancher or Miner. It also represents domestic affairs, farms, wells, mines, homes, property, grave, buried treasure, and inheritance. The 4th indicates the end or outcome of any matter, the end of life in Illness Charts, and the home, country, town or city. It indicates gardens, fields, pastures, orchards, vineyards and cornfields. It also indicates the quality of the ground, whether it is wooded, stony or barren. The sign on the 4th indicates the town, and its ruler represents the mayor. It also rules the chest, breasts and lungs, and its colour is red. Its co-significator is the sign D and it is ruled by the Q. It is the nadir or Imum Coeli, and its direction is North. In natal or horary charts it represents the Father of that person, and so does the Q. If the Q is placed here it shows the father to be a generous man of noble disposition.

The 5th House
The 5th house represents the Child, Ambassadors, Speculator, Gambler, Sex Partner, Lover, Entertainer or Artist. It represents community property, sexual affairs and sexual intercourse, pregnancy, speculation, betting and the father’s property or money. It also represents banquets, circuses, movies, theatres, parties, horse racing, sports, nightclubs and bars, plays, messengers or agents for countries. The 5th also indicates whether a fetus is male or female, and it indicates the health or sickness of the son or daughter of the querent. The sign on the 5th and planets in the 5th determine the fertility of the querent. The Q here indicates barrenness. The 5th rules the upper half and sides of the back. Its colour is black and white or a honey colour, and it is a succeedent and masculine house. Its co-significators are the sign g and ruling planet is T, since this is the house of pleasure, delight and celebration. U or W in the 5th are very unfortunate, and indicate disobedient children who break the law.

The 6th House
The 6th house represents the Employee, Worker, Servant, Slave, Tenant, Lodger, Nurse, and Civil Servant. The 6th also indicates Uncles and Aunts on the father’s side, the father’s brothers and sisters. It indicates sickness, disease, service, work, the Civil Service, Armed Services, animal breeding, tenancy and care taking. The 6th indicates all manner of smaller domestic animals such as sheep, pigs, goats, rabbits, and pets of all kinds, and the people who take care of these animals. It indicates the profit or loss generated by the raising and sale of such animals. The 6th indicates the principal disease or sickness, its quality and cause, whether curable or not, and whether the disease will be short or long in duration. It also rules public health and sanitation, and the abdomen, intestines and bowels. This is a feminine and cadent house, very unfortunate, since it has no positive aspect to the ascendant. Its colour is black, and the co-significators are the sign F and the planet S. A T/U conjunction in this house indicates a good physician or doctor.

The 7th House
The 7th house rules the Public, Physician, Doctor, Thief, Fugitive, Open Enemy, the Undesignated Other Person, Marriage Partner or Spouse, Agent, Opponent, Defendant in Lawsuits, Newcomers, Arrivals, Business Partner, Niece or Nephew. In astrology, it rules the astrologer himself. It also describes the shape, condition and attitude of spouses or sweethearts, and whether they are born wealthy or not. In an annual ingress (A) chart it indicates whether war or peace can be expected. The 7th also rules marriage, divorce, partnerships, agency, moving, separation, lawsuits, settlements, contracts, agreements, war, open enmity, theft, the other person, place or thing. Because it rules war, it also indicates victor and vanquished, fugitives and runaways, and banished and outlawed people. Its co-significators are the sign z and the w. U or W here indicates an unfortunate marriage, and this holds true for natal and horary charts. Its colour is a deep black. The 7th house rules the buttocks and it is masculine house and West.

The 8th House
The 8th house rules the Tax Collector, Death, Undertaker, Coroner and Surgeon. It also rules wills, legacies, dowry, alimony, taxes, debts, escrow fees, bankruptcy, losses, injury, surgery and death. It rules the enemies’ or other person’s resources, and dowries and other monies brought into the marriage. In lawsuits it represents the defendant’s friends. It indicates what kind of death a man will die, who the heir will be, and all kinds of fear and mental anguish. The co-significator is the sign H, and the planet W. It rules the sex organs and organs of elimination, and illnesses such as kidney stones, haemorrhoids, prostate problems and the bladder. The 8th house is succeedent and feminine, and its colours are green and black.

The 9th House
The 9th house rules Insurance Adjusters, Publishers, Clergymen, Lawyers, Grandchildren Travellers and Explorers. It rules In-laws or the siblings of one’s spouse, and vacant positions to which one aspires. The 9th also rules long journeys, voyages, foreign countries and interests, ceremonies, rituals, legalizing, publishing, dreams, visions, religion, higher education. It rules long distance shipping, air or road traffic, and law courts and lawyers. Its colours are green and white. The 9th rules the hips and thighs and the liver. The co-significators are the sign I and the planet V. If V is placed here it indicates someone devoutly religious, or someone honest and ethical. The <, U or W is unfortunate here. The Q is exalted in this house, which is masculine and cadent.

The 10th House
The 10th house rules the Mother, Guardian, Employer, Cousin, President, King, Commander in Chief, Superior, Professional, Judge, Executive and all manner of people in positions of authority.  The 10th also rules career, profession, fate, medicine, treatment, honour, fame or notoriety, credit, business, employment, conviction, reputation. It also rules the government, the president or prime minister and his cabinet. Its colours are red and white, and it rules the knees.  It is called the Medium Coeli or Midheaven, it is the angle of the South, and it is feminine. Its co-significators are the sign v and planet U. V  and the Q in the 10th are also very fortunate. W or the > here usually deny honours and success, and there is not much joy in the profession, trade or business.

The 11th House
The 11th house rules Friends, Advisers, Legislators, Parliament, Club Members, Common Law Spouses, and Son & Daughter In-law. The 11th also rules employment, unlegalised relationships, business or employment income, hopes and wishes, praise and criticism. It rules liberty or license, legislation, regulation and the circumstances between success and failure. It rules the loyalty or betrayal of friends, and to people in authority it represents their favourites, councillors, associates or allies, and the money or treasury of the country. It also represents city councils and the 10th the mayor, and the ascendant represents the common people of the city. It rules the legs below the knee, the calves and the ankles. It rules the colour saffron or yellow. Its co-significators are the sign K and the Q and V are exalted here. It is a succeedent house, masculine, and in power as strong as the 7th and 4th houses.

The 12th House
The 12th house rules Welfare Recipients, Widows and Orphans, Jailers, Prisoners, Guards, Assassins, Kidnappers, Secret Enemies, Informers, Nuns, Monks and Recluses. The 12th also rules grief, funerals, widowhood, exile, seclusion, prison, bribery, subversion, spying, sabotage, murder, kidnap, suicide, the Past and Yesterday. It is the house of secrets such as love affairs and secret enemies, as well as plots against other people by the querent or by other people against the querent. It also rules cattle and horses, elephants and other large animals. The 12th is the house of self-sabotage and self-undoing. Its co-significators are L and T, and W is exalted here, since W naturally rules mischief and trouble. The 12th rules the feet and toes, and it rules the colour green. This is a cadent and feminine house, and planets placed here are usually unfortunate, but can be good for people involved in creative work or the planning of strategies.
